Job Description:

Duties and Responsibilities
  • The overall duties are to plan, implement and overlook the whole process of project development undertaken by the company at the pre-development stage, project development stage, post-development stage and the procurement procedures.
  • To formulate, implement and review all policies, activities, procedures, instructions as relevant and required by the quality management system.
  • To ensure the on-going conformance of the quality management system to the ISO 9001:2001.
  • To track and monitor the progress of construction work for a successful completion on time.
  • To coordinate and follow up with authorities and consultants with regard to the design, engineering, construction, approval and operational matters.
  • To attend to all authorities’ inspections and tests.
  • Setting up a project team and delegating duties and responsibilities of team members for the effective running of the project.
  • To prepare a project budget and cash flow projection to determine the feasibility of a project.
  • To study and comment on the plans in regard to the technical aspects, innovative elements and project budget.
  • To coordinate with consultants for resolving technical matters and obtaining technical information and solution to complete construction details to ensure effective implementation of construction works at a site in compliance with the authorities' requirements, by-laws, regulations etc.
  • To monitor construction progress through the tracking of actual progress against the targeted progress, and to derive a catch-up strategy if a delay occurs.
  • To liaise with consultants for the issuance of Certificate of Stage Collection (Billing to purchasers).
  • Close monitoring of consultants’ performance by ensuring timely production of details and drawings, professional advice and reports, and assistance in obtaining the relevant authorities' approvals.
  • To guide and motivate the project team to achieve corporate goals and ensure successful completion of projects.
  • Liaise with other departments within the organization for the implementation of development plans, etc.
  • Liaise with sales and marketing in relation to the sale launches of new properties, interior design for sample units, SPA, scale models, perspective, specification and sale kits.
  • Liaise with the property department in the handing over of keys to purchasers and ensure satisfactory defects rectification.
  • Attend to the pre-contract tendering, the negotiation progress and the post-contract progress payments.
  • Ensure the project development is carried out in compliance with the government rules and regulations and good workmanship.
  • Degree in Civil & Structural Engineering / Architectural / Building or equivalent.
  • Minimum 8 years of relevant experience in property development.
  • Hands on experience in overall project management.
  • Well-versed in the relevant regulatory requirements and interaction/liaison with the government authorities.
  • Familiarity with Conquas / Qlassic quality requirements is an added advantage.
